If you manage or own a multifamily property in Austin, there’s a good chance you’re already juggling a long list of compliance requirements. But there’s one that’s easy to overlook until it costs you: the City of Austin’s Universal Recycling Ordinance (URO). This ordinance sets specific rules for recycling and composting at apartment communities, and the fines for non-compliance are steep enough to get anyone’s attention.

What the Universal Recycling Ordinance Actually Requires
Austin’s URO applies to any commercial or multifamily property with more than four dwelling units. If your community falls into that category, the city requires you to provide residents and employees with convenient access to both recycling and composting.
At a minimum, you’re required to:
– Provide single-stream recycling that accepts paper, cardboard, metal, glass and hard plastics all in one container
– Offer recycling capacity equal to your landfill trash capacity, or provide at least 24 gallons of recycling capacity per unit, per week
– Provide residents with convenient access to composting collection, with enough capacity to handle at least one gallon of organic material per unit and pickups at least once a week
– Post clear signage at your recycling and composting collection areas
– Educate residents and staff on how to use the programs, and keep records of that education (think training logs or attendance sheets)
– Submit an annual recycling and organics plan to the city between October 1 and February 1
The composting piece is relatively new. It became a requirement for multifamily properties on October 1, 2024, building on the recycling rules that have been in place since the URO was first adopted back in 2012. The city’s overall goal is to divert 90 percent of waste from landfills by 2040, and multifamily housing is a big part of getting there.
The Fines Are No Joke
This is the part that should really get property owners paying attention. Violations of the URO fall under Austin City Code Chapter 15-6 and are treated as a Class C misdemeanor, which means fines of up to $2,000 per day, per offense.
Per day. Per offense. That adds up fast if a compliance issue drags on for even a couple of weeks.
And enforcement isn’t just theoretical. As of mid-2026, the city reports that around two-thirds of Austin’s more than 2,100 multifamily properties are compliant with the composting requirement, which means a meaningful chunk still aren’t. Austin Resource Recovery has said publicly that it’s shifting from an educational approach to a more proactive enforcement posture, meaning properties that haven’t gotten their programs in order are more likely to hear from the city soon.
A Few Tips to Stay Ahead of It
– Mark your calendar for the annual plan submission window, October 1 through February 1. Missing this deadline is one of the most common (and easily avoidable) compliance gaps.
– Use the city’s capacity calculator to confirm you’re providing enough recycling and composting capacity for your unit count before an inspector tells you otherwise.
– Keep your signage current at every collection point, indoors and outdoors, so residents always know where things go.
– Document resident education consistently. A simple training log or a folder of education emails can save you a lot of headache if your compliance ever gets questioned.
– Don’t wait for a notice from the city. If you’re not sure whether your property is compliant, it’s worth checking now rather than finding out during an enforcement sweep.
